If the applicant wishes to seek relief under state housing and streamlining laws, like Senate Bill 35 or Senate Bill 330, a Preliminary Application is required. The Preliminary Application may be submitted prior to or concurrent with the General Application, consistent with state law. Please note, this application is NOT required if the applicant does not wish to utilize state housing and streamlining laws.

• SB 330 Preliminary Application for Housing Project

All planning projects must submit a General Planning Application. The applicant must have property owner authorization to submit, and the property owner’s signature must be provided on the application or attached. A complete project description must also be provided, including quantity of residential units, commercial square feet, etc. The APN, General Plan Designation, and Zoning District of the property can all be found using the City of Livermore GIS Map. 

All planning projects must also submit a complete plan set, with limited exceptions. The Plan Set Requirements lists all of the sheets required as part of the plan set, including site plan, floor plans, elevations, landscape plan, etc.  All listed sheets may not be necessary for every project depending on the extent of the project. Examples can be found below.

Plan sets need to be drawn to scale, often by an architect or designer. A list of architects and designers is located HERE. The City in no way endorses any of the individuals or firms included on this list and reserves the right to conduct a full review of any and all plan sets submitted.
